How Much Does Rover Actually Take From Your Payout?

Been sitting for over a year and I swear my cut keeps shrinking even though my rates haven't changed. Did the fee structure change or am I imagining it?

You're not imagining it. Rover moved off the flat 20% a while back to a tiered system based on how much you've booked with that specific client: under $600 with them you're at 30%, $600-1,200 drops to 15%, past $1,200 it's 10%. So every brand-new client costs way more than a repeat one. A $400 stay nets $280 instead of $320 until that relationship builds up.

Yeah, this is why I push hard for repeat bookings now instead of chasing new one-offs. A client I've built up to the 10% tier is worth way more per booking than three new $400 stays at 30%. Also worth remembering the signup fee and background check come out of pocket before you've made anything, so the first booking or two is basically break-even.
