What rate should I charge as a beginner?

I have 3 years of experience but no Upwork history. Should I start low to get reviews or charge my worth?

Don't go too low - it attracts bad clients. Start at 70% of your market rate and raise after every few good reviews.

I started at $35/hr with 5 years experience. Now at $90/hr after 2 years. Gradual raises work better than starting rock bottom.
